Prior to rendering a decision in any proceeding involving a license, <br />permit, contract or other entitlement pending before the city council, any <br />council member who has received or been promised a gift or gifts aggregating <br />$50.00 or more in value within the preceding twelve months from a party or <br />participant in the proceeding shall disclose that fact either orally or in writing <br />during open session.
