<br />1. The City experiences relatively low amounts of
<br />precipitation, very low humidity levels and extremely high temperatures. These
<br />climatic conditions are conducive to the spread of drought conditions and fires. For
<br />example, during the summer months temperatures often exceed 100 degrees
<br />Fahrenheit. During these months humidity is usually less than 40% and
<br />measurements of less than 10% relative humidity are not uncommon. These
<br />conditions contribute to an increased likelihood of fire. Moreover, minor fires have a
<br />greater tendency of spreading rapidly due to such conditions.

<br />2. The City is subject to extremely strong winds, commonly
<br />referred to as "Santa Ana" wind conditions, which can reach wind speeds of up to 80
<br />miles per hour. In addition, the convergence of the marine shore air flow and the
<br />desert air flow creates steady winds on a daily basis in the region. Finally, the City's
<br />topography is such that portions of the City contain small, brush -covered hillsides,
<br />which either contribute to or create gusty wind conditions by causing natural
<br />funneling effects and contribute to the increased potential for brush fires in the area.
