General Plan Land Use Element- Standard No. E1. The Specific Plan <br />Amendment promotes a functional and adequate open space system, which will protect recreational, <br />agricultural and other permanent open space uses. The proposed Specific Plan Amendment Land <br />Use Map promotes the retention of large open space areas to maintain the open space atmosphere <br />of the Reche Canyon area. <br />6. Reche Canyon Specific Plan - Goal No. 1. The Specific Plan <br />Amendment maintains the semi -rural character of Reche Canyon while allowing future development <br />by: <br />a. Maintaining overall densities while emphasizing single family <br />detached homes. (Objective No. 1) <br />b. Preserving the canyon's major hillsides, ridges and other major <br />natural features in as natural and undeveloped state as possible. (Objective No.3) <br />c. Maintaining lower densities along the Reche Canyon corridor and <br />concentrating higher densities in the side canyons. (Objectives No. 5&6) <br />7. Reche Canyon Specific Plan - Goal No. 3. The Specific Plan <br />Amendment promotes the reduction and/or elimination of adverse effects on the public health, <br />safety and welfare by: <br />a. Improving Reche Canyon Road. <br />b. Reducing the potential for increased flood hazards by promoting <br />the installation of detention basins to slow and retain tributary waters. (Objective No. 1) <br />8. Reche Canyon Specific Plan - Goal No. 4. The Specific Plan <br />Amendment promotes the preservation of Reche Canyon's natural features, open space and <br />recreational opportunities by: <br />a. Preserving major creeks and streambeds in as close to a natural <br />condition as possible while allowing for adequate protection from flooding.
