Circulation Element - Goal No. 3 (pp.7) "Separate vehicular traffic <br />associated with, commercial, manufacturing and agricultural uses from residential <br />neighborhoods." The Application proposes to authorize a use in an area that is <br />already separated from residential neighborhoods. <br />4. Circulation Element - Policy No. 3.1 (pp.7) "Provide a circulation system for <br />commercial and manufacturing areas to avoid traffic overflow into adjacent <br />residential areas." The Application, as proposed, does not generate increased <br />vehicle trips. Thus, there will not be any overflow traffic into nearby residential areas - <br />5. Noise Element - General Objective & Principle No. 2 (pp 5-7) "To achieve <br />and maintain an environment where noise is compatible with human activities <br />interacting with a variety of land uses.1 Control noise exposure from future noise <br />generators so the ambient environment will be kept within acceptable limits. " <br />Approval of the Application will not generate additional noise sources since no <br />expansion involving additional trucks or equipment is proposed. <br />B. The Application promotes an appropriate distribution, location and extent of land uses <br />because it would specify and clarify that "materials recovery and transfer facilities" are among the <br />conditionally -permitted land uses within the Specific Plan area. Such a use also facilitates <br />implementation of the Specific Plan's goals and policies. For instance, the Application would <br />facilitate the goal of fostering interest in industrial uses, serves the municipal purpose of expanding <br />efficient sanitary waste disposal opportunities and maximizing diversion and recycling of waste, <br />while protecting and enhancing property values in the area. The Application also expands the City's <br />tax base and promotes the health and welfare of citizens of Colton by providing for an additional use <br />that benefits the City and its attempts to comply with AB 939. <br />C. The Application is consistent with the Specific Plan and General Plan standards and <br />criteria for development, and standards for conservation, development and utilization of natural <br />resources, where applicable because it makes explicit a use that is compatible to the existing <br />permitted and conditionally -permitted uses in the Specific Plan. <br />D. The Application is consistent with the goals, policies and principles of the General <br />Plan and Specific Plan because it promotes the economic vitality of industrial property in the Specific <br />Plan area, encourages further development and investment, encourages re -use, improvement and <br />RVPUB\MXM%656971 <br />3 <br />
