Prior to application for building permits, the developer <br />shall cause a noise study to be conducted by a consultant <br />of the City's choice. Findings and requirements of said <br />study shall be incorporated into the design of the build- <br />ings for the project. <br />2. An emergency access road to North Sperry shall be required. <br />If, however, it becomes unfeasible to link this project to <br />the area to the north, due to the great grade separation, <br />the DRC may waive this requirement and make whatever other <br />plausible solution available. <br />3.
