II. Disadvantage Business (DB) Program Liaison Officer <br />John C. Hutton, Director of Public Works, is the DB Liaison <br />Officer for the City and shall report to Frank Benest, City <br />Manager. Mr. Hutton will be assigned such staff as is <br />necessary to fully implement the provision of 49CFR Part 23 <br />and such other DB Programs as may be required. The reporting <br />structure and duties of support staff are shown on Attachment <br />"An. <br />III. Duties of the DB Liaison Officer <br />The DB Liaison Officer shall develop, manage and implement the <br />DB Program on a day-to-day basis. The Liaison Officer shall: <br />1. Develop and carry out technical assistance programs <br />for DB's. <br />2. Arrange solicitations, time for the presentation of bids, <br />,quantities, specifications, and delivery schedules, so <br />as to facilitate the participation of DB's. Where such <br />changes are found necessary to increase DB Utilization, <br />they will be made in consultation and cooperation with <br />the functional unit involved. <br />3. Provide assistance to DB's in overcoming barriers, such <br />as inability to obtain bonding in financing. <br />4. Carry out information and communication programs or con- <br />tracting opportunities in a timely manner. Programs shall <br />be bilingual where appropriate. <br />5. Investigate the full extent of services offered by banks <br />owned and controlled by disadvantaged. Ensure that, where <br />possible, the City utilizes said banks. <br />6. Utilize a listing of DB's certified by CALTRANS. Said <br />listing to be made available to all bidders on City of <br />Colton's Federally funded projects. Such listing shall <br />include the following information: name, address, tele- <br />phone number, ethnic/and/or sexual ownership, type of <br />work performed by firm. <br />7. Approve any removal and/or substitution of a Disadvantaged <br />Business during contract performance. Prior to approval <br />of substitution and/or removal of DB, prime contractors <br />will be required to approve performance of good faith <br />efforts to replace the DB with another eligible DB. <br />8. Establish overall City goals for disadvantaged businesses. <br />Goals shall be evaluated on September 30 of each year and <br />adjusted as necessary. <br />9. Establish individual project goals for disadvantaged <br />businesses. All projects will be evaluated for the <br />appropriateness of goals. <br />
