That the above recitals are all true and <br />correct. <br />SECTION 2. That said proceedings shall be conducted by the <br />City of Colton, and upon the approval of a JOINT COMMUNITY FACILI- <br />TIES DISTRICT AGREEMENT between Colton and San Bernardino, Colton <br />shall be authorized to conduct all proceedings necessary for the <br />formation of the District, including the holding of the public <br />hearing and the conduct of the election, and the District shall <br />linclude not only properties within the incorporated limits of the <br />City of Colton, but also properties within the incorporated <br />limits of the City of San Bernardino, all as shown on a map <br />entitled "PROPOSED BOUNDARIES OF COMMUNITY FACILITIES DISTRICT <br />NO. 88-1", a copy of which is on file in the Office of the city <br />Clerk and previously approved by this City Council. <br />SECTION 3. All properties within the boundaries of the <br />Community Facilities District and within the City of Colton will <br />be specially taxed to pay for their proportionate share of major <br />public capital facilities, as well as certain additional <br />services; however, the properties within the incorporated limits <br />of the City of San Bernardino will only be paying their propor- <br />tionate share for the major drainage facilities, and not be <br />responsible for any special taxes levied for additional new <br />services or other facilities. <br />SECTION 4. Bonds shall be issued pursuant to the provisions <br />of the "Mello -Roos Community Facilities Act of 1982" to assist in <br />the financing of said public capital facilities, and said bonds <br />2811 shall be secured by special taxes to be levied on all properties <br />
