That it is in the best public interest and <br />convenience to order certain changes and modifications to the <br />proceedings and Resolution of Intention, as they relate to the <br />formation of the District, and said changes and modifications are <br />as set forth in the final "Report" as submitted, entitled <br />"COMMUNITY FACILITIES DISTRICT REPORT" <br />SECTION 3.
