A general description of 3 the services to be provided is as follows: 4 Necessary and additional police protection 5 services to serve the properties within the boundaries of the 6 District within the incorporated limits of the City of Colton. 7 SPECIAL TAX 8 SECTION 6. That a special tax, except where funds are other - 9 wise available, is hereby authorized, subject to voter approval, 10 to be levied annually within the boundaries of said District. 11 For particulars as to the rate and method of apportionment of the 12 proposed special tax, reference is made to the attached and 13 incorporated Exhibit "A", which sets forth in sufficient detail 14 the method of apportionment to allow each landowner or resident 15 within the proposed District to estimate the probable annual 16 amount and the maximum annual amount that said person will have 17 to pay for said facilities. Said special tax shall be utilized 18 to pay for the construction, expansion, rehabilitation or 19 purchase of the public capital facilities and services to be 20 provided, and/or to secure a bonded indebtedness which shall be 21 utilized to finance such public capital facilities. 22 The special taxes herein authorized shall be 23collected in the same manner as ad valorem property taxes and 24 shall be subject to the same penalties, procedure, sale and lien 25 priority in any case of delinquency as applicable for ad valorem 26 taxes. 27 This legislative body hereby further authorizes 2g allows the early discharge and prepayment of any special tax,
