That the above recitals are all true and <br />correct. <br />NECESSITY FOR BOND ISSUE <br />SECTION 2. That this legislative body hereby expressly <br />declares and states that it is necessary to incur a bonded <br />indebtedness as authorized under the terms and provisions of the <br />"Mello -Roos Community Facilities Act of 1982", in order to <br />finance the below described public capital facilities. <br />PURPOSE OF ISSUE <br />SECTION 3. That the purpose for the proposed bonded <br />indebtedness and facilities proposed to be financed through the <br />issuance of said bonds, is generally described as follows: <br />To finance the following improvements: <br />CITY OF COLTON AND CITY OF SAN BERNARDINO: <br />The construction and installation of a major <br />drainage improvement designated CITRUS STREET STORM DRAIN, <br />commencing at the intersection of Citrus Street and Eighth <br />venue, extending Westerly approximately 6200 feet to a point <br />asterly of the Southern Pacific Railroad right-of-way (66" pipe <br />o 36" pipe). <br />
