RESOLUTION NO. R-93-88 A RESOLUTION OF THE CITY OF COLTON FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CONVENIENCE, AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN REAL PROPERTY; WHEREAS, a recent study conducted in the City has revealed a serious shortage of park land for recreation use and enjoyment; and WHEREAS, recently approved development in and around the areas of the intersection of San Bernardino and Eucalyptus Avenues will result in a higher concentration of residents in that area, and a corresponding higher demand for the use and availability of recreational facilities, including parks; and WHEREAS, the area at the intersection of San Bernardino and Eucalyptus Avenues is centrally located, such that a park in that location will serve a large segment of the residents the City; and WHEREAS, this location may also serve as an interim site for a detention basin until such time as permanent drainage facilities may be fully developed; and WHEREAS, the City Council has determined that it is in the best interests of the public health, safety, and welfare to establish a park at this location; and WHEREAS, the City is authorized to exercise the powers of eminent domain for such purposes under California Constitution Article I, Section 19, and Government Code Section 40404, among other sections; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: 1. That on September 20, 1988, after written notice mailed on September 2, 1988 to the owners of the property described in Exhibit "A", as they appeared on the last equalized County Assessment Roll, the City Council held a hearing for allowing the owners thereof a reasonable opportunity to appear and be heard on the following matters: (a) Whether the public interest or necessity requires the project; (b) Whether the project is planned or located in a manner which is most compatible with the greatest public good and the least private
