R-141-89 <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON SUPPORTING THE <br />"DRUG USE IS LIFE ABUSE" PROGRAM. <br />WHEREAS, this decade has realized a dramatic increase in <br />the use of illicit drugs in San Bernardino County; AND <br />WHEREAS, those most dramatically affected by this trend are <br />the youth of our communities with the national average age of the <br />first time drug user being eleven and one—half years; AND, <br />WHEREAS, efforts to combat this problem require a combined <br />commitment from each citizen, private organization and public <br />agency, so that a means of changing the way drug use is perceived <br />by society is accomplished; AND, <br />WHEREAS, the Allied San Bernardino County Law Enforcement <br />Agencies, in recognizing this need, has established a program <br />called "DRUG USE IS LIFE ABUSE," in which all persons can <br />participate in relentless image campaign that supports a <br />drug—free lifestyle; AND, <br />WHEREAS, the success of "DRUG USE IF LIFE ABUSE" and its <br />goal of eliminating the demand for illegal drugs in our county <br />depends upon the participation of influential organizations and <br />agencies countywide. <br />
