R-163-89 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, ESTABLISHING FEES FOR <br />INSPECTION SERVICES PROVIDED IN CONJUNCTION <br />WITH CITY OF COLTON ORDINANC.'E NO. 0-27-89 <br />WHEREAS, the City of Colton has experienced the construction of <br />residential housing projects with an increasing amount of inferior <br />workmanship and hidden building defects, and <br />WHEREAS, the frequency of the poor workmanship and hidden defects <br />are not uniformly distributed throughout the residential projects being <br />constructed within the City of Colton, but rather are concentrated in <br />particular projects where requests for inspections, re -inspections and <br />repeated re -inspections are numerous and do not prevent' the later discovery <br />of code violations and inferior workmanship, and <br />WHEREAS, the City of Colton experiences significant expenses which <br />substantially exceed the amount of income generated from building permit fees <br />normally collected on permits for certain projects which require excessive <br />inspections and re -inspections, and <br />WHEREAS, secondary expenses are incurred by the City of Colton when <br />supplementary staff or administrative time is required to monitor and <br />document activity on certain projects which require excessive inspections and <br />re -inspections, and <br />WHEREAS, the frequency of the occurrences specified above results <br />in a manpower shortage within the Building and Safety Division of the City of <br />Colton due to the demand put on the Division by certain projects which <br />require excessive inspections and re -inspections, and <br />WHEREAS, the above occurrences constitute a continuing and <br />immediate threat to the health and safety of the public, <br />NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of <br />Colton, California, as follows: <br />
