R-163-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, ESTABLISHING FEES FOR INSPECTION SERVICES PROVIDED IN CONJUNCTION WITH CITY OF COLTON ORDINANC.'E NO. 0-27-89 WHEREAS, the City of Colton has experienced the construction of residential housing projects with an increasing amount of inferior workmanship and hidden building defects, and WHEREAS, the frequency of the poor workmanship and hidden defects are not uniformly distributed throughout the residential projects being constructed within the City of Colton, but rather are concentrated in particular projects where requests for inspections, re -inspections and repeated re -inspections are numerous and do not prevent' the later discovery of code violations and inferior workmanship, and WHEREAS, the City of Colton experiences significant expenses which substantially exceed the amount of income generated from building permit fees normally collected on permits for certain projects which require excessive inspections and re -inspections, and WHEREAS, secondary expenses are incurred by the City of Colton when supplementary staff or administrative time is required to monitor and document activity on certain projects which require excessive inspections and re -inspections, and WHEREAS, the frequency of the occurrences specified above results in a manpower shortage within the Building and Safety Division of the City of Colton due to the demand put on the Division by certain projects which require excessive inspections and re -inspections, and WHEREAS, the above occurrences constitute a continuing and immediate threat to the health and safety of the public, NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Colton, California, as follows:
