1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the State Water Resources Control Board's <br />draft water quality control plan makes the following recomenda- <br />tion that imperil urban water supplies: restricting SWP deli- <br />veries to 1985 levels; substantially reducing exports during <br />high -demand months; requires significant releases of stored <br />water without adequate substantiation that such releases will <br />aid the fisheries; fails to address the problem of trihalo- <br />methane precursors in the delta; negates existing and environ- <br />mental agencies; urges the deep cycling of reservoirs without <br />regard to storing water for drought or natural emergencies <br />such as earthquakes; and <br />WHEREAS, the draft report states that Southern California <br />should be responsible for 92 percent of the conservation urged <br />for the entire state; and <br />WHEREAS, Southern California's investment of billions <br />of dollars in the State Water Project are severely diminished <br />by the recommendations in this plan to the point where only <br />one-third of the water paid for over time could ever be <br />delivered; and <br />WHEREAS, the draft report unfairly burdens urban areas <br />with drought -like conditions nearly every year; and <br />WHEREAS, the draft report takes an obvious bias that <br />has done damage, and will do damage it implemented, in terms <br />of economic development that will negatively impact the entire <br />state. <br />NOW, THEREFORE, BE IT RESOLVED that the Mayor and City <br />Council of the City of Colton strongly urges the State Water <br />Resources Control Board to recall its draft report and consider <br />
