That the above recitals are all true and <br />correct. <br />SECTION 2. That this legislative body hereby expressly <br />declares and states that it is necessary to incur levy a special <br />tax as authorized under the terms and provisions of the "Mello - <br />Roos Community Facilities Act of 1982", in order to finance the <br />below described public capital facilities. <br />SECTION 3. That the purpose for the levy of the special <br />tax and facilities proposed to be financed through said levy is <br />generally described as follows: <br />To finance the construction and installation of <br />a major drainage improvement designated CITRUS STREET STORM <br />DRAIN, commencing at the intersection of Citrus Street and <br />Eighth Avenue, extending Westerly approximately 6200 feet to a <br />point Easterly of the Southern Pacific Railroad right-of-way <br />(66" pipe to 36" pipe). <br />SECTION 4. That the whole of the territory to be annexed <br />to the District will pay for the above -referenced special tax <br />
