CITY OF COLTON <br />RISK MANAGEMENT POLICY <br />The Goals of the City of Colton's Risk Management Policy <br />are twofold: <br />I. Goals: <br />1. To establish to the extent possible, an exposure <br />free environment, in which City personnel and <br />members of the public can enjoy safety and security <br />in the course of their daily pursuits. <br />2. To protect the City's human, financial, physical <br />and material resources from accidental loss. <br />II. Objectives: <br />1. To reduce losses. <br />2. To apply reasonable and effective risk controls. <br />3. To ensure that the financial integrity of the City <br />is not impaired after a loss. <br />III. Organization: <br />A Risk Management Division shall be created within the <br />City Clerk Department. The City Clerk shall serve as <br />Risk Manager. <br />IV. Responsibilities and Functions: <br />The Risk Manager shall have authority and responsi- <br />bility to: <br />1. Participate in the formulation of a risk management <br />policy statement. <br />2. Implement all the provisional sections of the Risk <br />Management Manual. <br />3. Identify existing facilities, conditions, and sit- <br />uations likely to produce losses. <br />4. Review proposed facilities, programs and other <br />activities for risk management implications. <br />5. Prepare recommendations and provide assistance in <br />eliminating or minimizing losses. <br />6. Provide for the establishment and maintenance of <br />records relating to insurance coverages, loss and <br />
