That the above recitals are all true and <br />correct. <br />NECESBITY FOR BOND ISSUE <br />SECTION 2. That this legislative body hereby expressly <br />declares and states that it is necessary to incur a bonded <br />indebtedness as authorized under the terms and provisions of the <br />"Mello -Roos Community Facilities Act of 1982", in order to <br />finance the below described public capital facilities. <br />PURPOSE OF ISSUE <br />SECTION 3. That the purpose for the proposed bonded <br />indebtedness and facilities proposed to be financed through the <br />issuance of said bonds, is generally described as follows: <br />To finance the construction, acquisition or <br />rehabilitation of street improvements, water and sewer lines, <br />landscaping and utilities, including appurtenances and appurte- <br />nant work, the acquisition Of a school and park site and right- <br />of-way where necessary, and the construction and installation of <br />park facilities.
