Descrintion of Facilities. It is the <br />intention of the City Council to finance, through the Community <br />Facilities District, the acquisition, construction and <br />installation of certain public facilities (the "Facilities") with <br />an estimated useful life of five (5) years or longer, which are <br />public facilities that the City or a public agency is authorized <br />by law to construct, own or operate and to finance, through the <br />Community Facilities District within the Community Facilities <br />District and certain incidental expenses (the "Incidental <br />Expenses"). A description of the types of Facilities to be <br />acquired, constructed and installed is set forth in Exhibit B, <br />attached hereto and incorporated herein and made a part thereof; <br />provided, however, that such specifically identified public <br />facilities may be changed as may be determined to be necessary by <br />the department of the City having responsibility for specific <br />types of such facilities. The Facilities to be acquired, <br />constructed and installed are necessary to meet increased demand <br />placed upon the City and other public agencies as a result of <br />development occurring within the Community Facilities District. <br />Section 6. Special Tax. It is the intention of the City <br />Council that, except where funds are otherwise available, a <br />special tax sufficient to pay for the Facilities, including the <br />payment of interest on and principal of bonds proposed to be <br />issued to finance the Facilities, to repay funds advanced to the <br />Community Facilities District and to pay annual administration <br />expenses of the City and the Community Facilities District in <br />-3- <br />
