Each member of the Task Force shall have one <br />vote. Each representative of a City or the County, when <br />absent, may be represented In turn by a designated alternate <br />who need not be an elected official, but who must be desig- <br />nated by the governing body of the jurisdiction which <br />appointed the primary representative. <br />SECTION 2. The elected County officials to be the <br />Task Force representative of each supervisorial district and <br />the designated alternatives shall be determined by action of <br />the Board of Supervisors. <br />SECTION 3. Ten (10) representatives from the solid <br />waste industry, environmental organizations, the general <br />public or special districts, shall be appointed by the City <br />and County representatives of the Task Force to status as <br />members of the Task Force. The Task Force shall seek <br />geographic representation in appointing the ten representa- <br />tives may be appointed by the Task Force as participants of <br />technical subcommittee. <br />SECTION 4. The Task Force shall establish its <br />rules and procedures by majority vote. <br />SECTION 5. The Chairperson of the task force shall <br />be appointed from the County membership of the Task Force by <br />the Board of Supervisors of the County of San Bernardino and <br />the Vice -Chairperson shall be appointed from the City member- <br />ship of the Task Force by the City representatives on the Task <br />Force. The Chairperson and Vice -Chairperson must approve each <br />
