R-57-90 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON SUPPORTING FEDERAL LEGISLATION <br />HR 4343 AND S 2097 PROVISIONS RELATING TO PROVIDING <br />FUNDS FOR RETRAINING OF CIVILIANS LOSING THEIR <br />JOBS DUE TO MILITARY BASE CLOSURES <br />WHEREAS, the County of San Bernardino has approximately 3,500 <br />civilians who are directly employed by Norton and George Air Force Bases, and <br />an additional 5,600 civilians would be affected by the spin-off impact of the <br />direct job losses resulting from the closure or realignment of the bases; and <br />WHEREAS, unless Federal, State, and local governments take all <br />necessary steps to reemploy these civilians, many will become unemployed in <br />the days, months, and years after the base closures; and <br />WHEREAS, in the past, the Department of Defense has generally left the <br />retraining and reemployment of the affected civilians to state and local <br />resources, and according to Representative Matsui's office, HR 4343 will <br />require that at least ten percent of all of Department of Defense funds appro- <br />priated annually for base closings be set aside for job training services in <br />those communities adversely affected by the base closures; and <br />WHEREAS, the services that could be provided would be consistent with <br />services made available under the Federal Job Training and Partnership Act and <br />could include job retraining, counseling, education, referral and relocation <br />assistance; and <br />WHEREAS, it is recommended that provisions be made in the legislation <br />that the existing mechanism under the Job Training Partnership Act be made <br />available for civilian retraining efforts. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Colton, California, fully supports provisions relating to providing funds for <br />retraining of civilians losing their jobs due to military base closures under <br />Federal Bills HR 4343 (Matsui) and S 2097 (Pell). <br />PASSED AND ADOPTED THIS 5th day of June 1990. <br />APPROVED as to formq51gA L$J W <br />City Attorney <br />ATTEST:/ <br />FRANK ONZ <br />Mayor <br />City 'le- rk <br />
