R-71-91 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON OBJECTING TO THE POSSIBLE LOCA- <br />TION OF A FEDERAL PRISON FACILITY ON OR IN <br />PROXIMITY TO NORTON AIR FORCE BASE <br />WHEREAS, the City of Colton joined the Inland Valley <br />Development Agency (IVDA) for the purpose of implementing the <br />redevelopment of Norton Air Force Base and properties adjacent <br />and in proximity thereto in order to preserve and create employ- <br />ment opportunities necessitated by the announced and scheduled <br />closure of Norton Air Force Base; and, <br />WHEREAS, the City of Colton was informed that the U.S. <br />Government was considering the location of a federal prison on <br />or adjacent to Norton Air Force Base; and, <br />WHEREAS, the location and establishment of a federal <br />prison facility on or adjacent to Norton Air Force Base would be <br />inconsistent with the goals and objectives as set forth in the <br />IVDA Base Reuse Plan for Norton Air Force Base; and, <br />WHEREAS, the Mayor and Council of the City of Colton <br />on April 2, 1991, at a public meeting and by unanimous vote <br />opposed any federal prison facility on the Norton Air Force Base <br />property or adjacent properties; and, <br />WHEREAS, the City of Colton deems it desirable at this <br />time to express and reiterate its objections by adoption of this <br />City of Colton resolution. <br />NOW, THEREFORE, BE IT RESOLVED that the Mayor and <br />Council hereby officially declares its objection to any proposal <br />from the United States Government to locate a federal prison <br />facility on or adjacent to Norton Air Force Base, and the <br />Council authorizes the Mayor to transmit a letter together with <br />this resolution to the Executive Director of IVDA, and to the <br />appropriate Congressional representatives and officials of the <br />United States Government, and it is further resolved that the <br />Mayor and Council hereby find and determine that the location of <br />a federal prison facility on or adjacent to NAFB would be incon- <br />sistent with the goals and objectives set forth in the proposed <br />Base Reuse Plan and would not allow for the maximum reuse of NAFB. <br />ADOPTED: August 6 1991 <br />APPROVED AS TO FORM: <br />'13 ,/, QWW 0 FRANK A.
