R-85-91 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, DETERMINING THAT THE CONSTRUCTION OF PUBLIC <br />IMPROVEMENTS ARE OF BENEFIT TO THE PROJECT NO. 4 (COOLEY RANCH) <br />PROJECT AREA AND THE SURROUNDING NEIGHBORHOOD IN WHICH THE <br />PROJECT IS LOCATED; DETERMINING THAT THERE ARE NO OTHER <br />REASONABLE MEANS OF FINANCING SAID IMPROVEMENTS OTHER <br />THAN TAX INCREMENT FINANCING AND AUTHORIZING THE MAYOR <br />TO ENTER INTO A REPAYMENT CONTRACT WITH THE <br />REDEVELOPMENT AGENCY <br />WHEREAS, the Redevelopment Agency for the City of Colton <br />(the "Agency') is authorized to carry out redevelopment of the Project No. 4 (Cooley Ranch) <br />Project Area (the 'Project Area') pursuant to the Redevelopment Plan for the Project Area <br />approved and adopted by this City Council (the "Redevelopment Plan'); and <br />WHEREAS, the Redevelopment Plan authorizes and directs the Agency to pay <br />and construct certain public improvements; and <br />WHEREAS, California Health & Safety Code Section 33445 provides, in pertinent <br />part, that an Agency may, with the consent of the legislative body, pay all or part of the cost of <br />the installation and construction of any building, facility, structure or other improvement, which <br />is publicly owned either within or without the Project Area, upon a determination by the <br />legislative body that such buildings, facilities, structures, or other improvements are of benefit to <br />the Project Area or the immediate neighborhood in which the Project Area is located, and that <br />no reasonable means of financing such buildings, facilities, structures or other improvements are <br />-1- <br />
