When a project may be approved, conditionally approved, <br />or denied by the Planning Commission, then the Planning <br />Commission shall be the approving body for Negative Declarations <br />and Environmental Impact Reports, otherwise the Council shall <br />have those responsibilities. <br />SECTION FIVE: Appeals.
