1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13I <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOPUTTuN R-116-92 <br />A RESOLUTION OF 'ilii Q10 COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, FINDING ANY DETERMINING THAT THE ACQUISITION <br />OF AN ENTITLEMENT IN 1'Hl' SAN JUAN GFNERATTNG STATION <br />UNIT NO. 3 AND FNTFRINW INTO A POWFR SALES CONTRACT WITH <br />THE SOUTHERN CALIFORNIA PUBLIC POWER AUTHORITY 1S <br />STATUTORILY EXFMPT ONDFR THE CALIFORNIA FNVTRONMENTAI. <br />QUALITY ACT <br />WHEREAS, the Southern Calikrnia Public Power Authority ("SCPPA") is <br />considering approving and executing the San Juan Unit 3 Purchase Agreement with <br />Century Power Corporation ("Center}") whereby SCPPA would acquire from Century <br />a 41.8% interest in Unit 3 of the San Juan Generating Station located in the <br />State of New Mexico; and <br />WHEREAS, the City of Colton intends to enter into a Power Sales Contract. <br />with SCPPA to purchase a portion of tho output of SCPPA's entitlement in San Joan <br />Unit No. 3; and <br />WHEREAS, the output of SCPPA's ntitlement would be delivered pursuant to <br />the Power Sales Contract to the City w the Wes twing 500 kV Switchyard (Arizona), <br />the San Juan 345 kV Switchyard (New Mexico), the Palo Verde Nuclear Generating <br />Station Switching Station (Arizona) or at such time as the Shiprock-Four Corners <br />Transmission Line is converted to 345 kV (estimated 1994), the Four Corners 345 <br />kV Switchyard (New Mexico); and <br />WHEREAS, Section 21080(b)(15) of the Public Resources Code of the State of <br />California and Section 15277 of the Guidelines adopted by the Resources Agency <br />of the State of California piovido KAI a project or portion thereof located in <br />another State which will be subiecl, to environmental impact review pursuant to <br />the National Eavironmeul:al Policy Act of 1969 is statutorily exempt from the <br />California Environmental Quality Act of the State of California; and <br />WHEREAS, the San Juan Cen-rsting Station was constructed pursuant to an <br />
