R-16-92 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON REQUESTING THE LOCAL AGENCY FORMATION <br />COMMISSION TO COMMENCE PROCEEDINGS FOR THE <br />ANNEXATION OF THE AREA KNOWN AS CAL -MAT CEMENT <br />PROPERTY IN THE COUNTY OF SAN BERNARDINO, COLTON <br />SPHERE OF INFLUENCE. <br />WHEREAS, the City of Colton desires to initiate proceedings <br />pursuant to the Cortese -Knox Local Government Reorganization Act <br />of 1985, commencing with Section 56000 of the California <br />Government Code, for the CAL -MAT Cement property annexation; and <br />WHEREAS, notice of intent to adopt this resolution of <br />application has been given to each interested and each subject <br />agency; and <br />WHEREAS, the territory proposed to be annexed is uninhabited <br />and a description of the boundaries of the territory is set forth <br />in Exhibit "A" attached hereto and by this reference incorporated <br />herein; and <br />WHEREAS, this proposal is consistent with the sphere of <br />influence of the City of Colton; and <br />WHEREAS, it is desired that the proposed annexation be <br />subject to the following terms and conditions: <br />1. That the entire area within the Colton Sphere of <br />Influence be annexed; and <br />WHEREAS, the reasons for the proposed annexation are as <br />follows: <br />1. The City of Colton wishes to commence implementation <br />of its' infrastructure plan for the area. <br />2. The City of Colton wishes to directly exert its' <br />design control in the area. <br />WHEREAS, this Council recognizes that the proposal must still <br />be scrutinized under the California Environmental Quality Act. <br />
