R- Z 8 -92 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, DESIGNATING THAT PORTION OF <br />THE AGUA MANSA ENTERPRISE ZONE AS A RECYCLING <br />MARKET DEVELOPMENT ZONE LYING WITHIN THE CITY <br />OF COLTON <br />WHEREAS, Sections 17900, et seq., of Title XIV of the California Code of Regulation <br />provides for the designation and establishment of "Recycling Market Development Zones " by the <br />Integrated Waste Management Board for the State of California; and <br />WHEREAS, the County of Riverside, County of San Bernardino, City of Rialto, City of <br />Colton, and City of Riverside intend to make joint application to have the Agua Mansa <br />Enterprise Zone designated as a "Recycling Market Development Zone" with the County of <br />Riverside to serve as primary applicant; and <br />WHEREAS, The Integrated Waste Management Act of 1989 mandates that Cities and <br />Counties divert 25 percent of their waste stream from landfills by 1995 and 50 percent by 2000; <br />M <br />WHEREAS, The "Recycling Market Development Zone" coupled with the "Enterprise <br />Zone" will be the essential tools necessary to attract new businesses and expand existing <br />businesses that will use the resources that will be captured from our waste stream; and <br />WHEREAS, the creation of the Recycling Market Development Zone would enhance the <br />job creation and economic development goals of the existing Enterprise Zone; and <br />WHEREAS, the boundaries of the Agua Mansa Enterprise Zone and Recycling Market <br />Development Zone otherwise designated for purposes of this Resolution as the "application <br />area, " are set forth in a map on file with the Office of the Clerk of the Board of Supervisors; <br />
