CITY OF COLTON <br />PUBLIC UTILITIES DIRECTOR <br />DEFINITION <br />Under general direction, administers the activities of the Public <br />Utility Department; develops and evaluates departmental plans, goals, <br />and objectives and advises the City Manager on matters pertaining to <br />departmental activities; supervises and participates in the <br />development, administration, and evaluation of water transmission and <br />sewage collection and treatment systems; and performs related work as <br />required. <br />EXAMPLES OF DUTIES - Duties may include, but are not limited to the <br />following: <br />Directs the interviewing, selection, training, and evaluation of <br />departmental employees; plans, schedules, and assigns projects to <br />subordinate supervisors; reviews activity reports and periodically <br />checks work in progress and upon completion to ensure compliance with <br />division policy and established procedures; outlines general guidelines <br />to be followed in carrying out policies and determines project <br />priorities; prepares monthly, quarterly, and annual water quality and <br />production reports; prepares various water resources and water master <br />reports; coordinates construction activities of the department with <br />City staff, contractors, and outside agencies; prepares budget <br />recommendations relating to personnel, materials, and equipment; <br />develops long-range plans and objectives for utility services in <br />conjunction with departmental standards; maintains considerable contact <br />with City staff, state and county health officials, and other <br />departments regarding the planning and coordination of joint projects <br />and the management of City water and sewer distribution systems; <br />interacts with project developers, engineering consultants, and sales <br />representatives regarding water system design, work methodology, and <br />various product lines; interacts with individual citizens regarding <br />water service inquiries and complaints; responsible for ensuring that <br />utility programs, policies, and procedures satisfy management standards <br />for quality, efficiency, and cost-effectiveness; responsible to the <br />City Manager for effective personnel management and public relations; <br />reviews water and sewer maintenance activities and makes <br />recommendations concerning cost control techniques and methods for <br />increasing work efficiency; prepares and presents oral and written <br />reports regarding water quality and production; resolves personnel and <br />operations problems which cannot be handled by supervisors; <br />investigates public complaints and recommends appropriate actions; <br />responds to general inquiries and requests for information. <br />QUALIFICATIONS <br />Knowledge of: <br />Sanitary Engineering principles, methods and practices as related <br />to water pollution control; bacteriological, physical, chemical <br />and other means of quality control of waste water; State and local <br />rules, regulations and standards governing wastewater treatment <br />and disposal, and necessary chemistry to control non -allowable <br />discharge to the Sewer System; principles and methods of domestic <br />water production; theories, principles, and practices of <br />supervision and public works maintenance administration; <br />techniques, equipment, materials, and methods used in water <br />maintenance. <br />ATTACHMENT "A' <br />
