R- 77-92 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING THE SOURCE <br />REDUCTION AND RECYCLING ELEMENT PLANNING <br />AGREEMENT MEMORANDUM OF UNDERSTANDING ALLOWING <br />THE CITY OF RIALTO TO AMEND THE PROFESSIONAL <br />SERVICES CONTRACT WITH EMCON ASSOCIATES TO <br />COVER ADDITIONAL SERVICES REQUIRED BY THE <br />EAST VALLEY COALITION AND TO MEET THE <br />REQUIREMENTS OF STATE LAW <br />WHEREAS, jurisdictions within the State of <br />California are mandated by Assembly Bill 939 (Chapter <br />1095) and the State of California to prepare a Source <br />Reduction and Recycling Element (SRRE) and a Household <br />Hazardous Waste Element (HHWE); and, <br />WHEREAS, the City of Colton has joined together <br />with other jurisdictions in the East San Bernardino <br />Valley area to form the East Valley Coalition with the <br />City of Rialto acting as lead agency on its behalf; and, <br />WHEREAS, the East Valley Coalition, through the <br />competitive bid process, chose EMCON Associates as the <br />consultant to prepare the SRRE's and HHWE's for the <br />participating jurisdictons; and, <br />WHEREAS, there have been significant changes <br />in the laws and regulations governing the SRRE's and <br />HHWE's. Increased funds are needed to pay for the costs <br />of preparing the environmental review of the SRRE's and <br />HHWE's; and, <br />WHEREAS, EMCON Associates estimates that these <br />additional costs will add up to $28,000.00; and, <br />NOW, THEREFORE, BE IT RESOLVED, that the City <br />
