R-117-93 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, IN SUPPORT OF <br />PUBLIC SAFETY AND REFORM OF STATE GOVERN- <br />MENT <br />WHEREAS, the City Council of the City of Colton <br />supports the need to maintain an adequate level of public safety <br />services; and, <br />WHEREAS, maintaining public safety services has become <br />increasingly difficult due to the continuing fiscal crisis in <br />California created by the lack of leadership in the State <br />Legislature; and, <br />WHEREAS, the issue of maintaining adequate public <br />safety services is a matter of statewide concern, but because <br />the State Legislature has failed to provide leadership and ab- <br />dicated its responsibility, all local agencies, including the <br />City of Colton are forced to address the unpalatable alterna- <br />tives of either reducing public safety services or implementing <br />costly, piecemeal solutions; and, <br />WHEREAS, the failure of the State to bear its respon- <br />sibility and do its duty underscores the urgent need to reform <br />State government and statewide financing of statewide solutions <br />to statewide concerns. <br />NOW, THEREFORE, THE MAYOR AND COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, hereby resolves: <br />1. To support local public safety and commit to pro- <br />vide the necessary leadership to bring about long term fiscal <br />and government reform at the State level; <br />2. To exhort the State Legislature to provide leader- <br />ship on this issue and to take all necessary action to reform <br />itself and its financing at the State level forthwith, and not <br />by reforming local government, in order to resume its leadership <br />role in the process of resolving issues of statewide concern. <br />MOVED, PASSED AND ADOPTED this 16th day of November, <br />1993. <br />ATTEST: <br />HELEN A.
