R-22-93 A RESOLUTION OF THE CITY OF COLTON CITY COUNCIL OPPOSING THE EXPANSION OF THE COLTON SANITARY LANDFILL INTO THE TWENTY-ONE ACRE PORTION ALONG THE SANTA ANA RIVER WHEREAS, The City of Colton is in receipt of the initial study on the Colton Sanitary Landfill Solid Waste Facility Permit Revision, from the San Bernardino County Solid Waste Management Department. WHEREAS, the Site Operations portion of the study states that there will be a substantial increase in the volume of waste accepted at the Colton Landfill thus, impacting Colton streets with increased amounts of traffic and the increased levels of pollution associated with it; WHEREAS, the possibility exists that the soils at the facility, and possibly the water table, and the Santa Ana River could be contaminated by hazardous waste illegally disposed of at the facility, resulting in a health hazard to people living in the vicinity; WHEREAS, the study states that the project "may" result in significant impacts to substantial air emissions or deterioration of ambient air quality and the creation of objectionable odors. Those sections should be marked "yes" since the landfill has and continues to create objectionable odors and uncontrollable dust on its surroundings, including the residential uses in the vicinity; WHEREAS, a letter of opposition to the Colton Sanitary Landfill Solid Waste Facility Permit Revision, addressing these and other concerns the City of Colton has with the expansion of the site, was sent to the County of San Bernardino Planning Department;
