1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7' <br />8' <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, with regard to the Redevelopment Agency of the <br />City of Colton ("Agency"), Senate Bills 617 and 844 require the <br />Agency to transfer to the County of San Bernardino $523,061.41 <br />in local property tax increment revenue in 1992-93, which <br />otherwise would have been available for purposes of local <br />redevelopment activities within the community; and <br />WHEREAS, the transfer of such amounts from the Agency to <br />the ERAF will seriously damage, impair and delay the Agency's <br />efforts in implementing the Redevelopment Plans for the <br />Downtown 1, Cooley Ranch, Mt. Vernon, Santa Ana River, and West <br />Valley Project Areas; and <br />WHEREAS, Senate Bills 617 and 844 unfairly foist upon local <br />government in general, and redevelopment agencies in particular, <br />the State's constitutionally mandated obligation to fund public <br />education in California; and <br />WHEREAS, Senate Bills 617 and 844 are contrary to the <br />California Constitution and the California Community <br />Redevelopment Law (Health and Safety Code Section 33000 et <br />seg •); <br />and <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />HEREBY RESOLVE AS FOLLOWS: <br />1. The City Council lauds and supports the efforts of the <br />California Redevelopment Association and the City of Alhambra <br />and the Alhambra Redevelopment Agency in their pending and <br />current legal challenges to Senate Bills 617 and 844. <br />K <br />
