R-40-93 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ADOPTING A LAND USE/TRANSPORTATION <br />ANALYSIS PROGRAM FOR THE CITY OF COLTON; <br />PLANNING DIVISION FILE INDEX NUMBER D-83-92. <br />WHEREAS, Section 65089.3 (a) of the California Government <br />Code requires development and implementation of a Congestion <br />Management Program in each of California's urbanized counties; <br />and <br />WHEREAS, the San Bernardino Associated Governments has been <br />designated the Congestion Management Agency (CMA) for San <br />Bernardino County; and <br />WHEREAS, the Congestion Management Plan provides a method of <br />relating community regional goals regarding land use, traffic <br />congestion, and air quality, while retaining local authority to <br />approve land use decisions; and <br />Whereas, the Congestion Management Plan has designated a <br />system of roadways on which traffic congestion is to be <br />monitored; and <br />Whereas, Section 65089.3 (a) of the California Government <br />Code requires the county and each city to adopt and implement "a <br />program to analyze the impacts of land use decision, including an <br />estimate of the costs associated with mitigating these impacts" <br />on the Congestion Management Plan network of roadways. <br />NOW THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Colton hereby adopts the Land Use/Transportation Analysis <br />Program as specified herein. <br />1.
