R-50-93 <br />A RESOLUTION OF THE CITY OF COLTON <br />CITY COUNCIL OPPOSING ANY PROPOSAL TO <br />REALLOCATE LOCAL PROPERTY TAX REVENUES <br />FROM LOCAL GOVERNMENTS AS PART OF THE <br />PROPOSED 1993-94 BUDGET PLAN FOR THE <br />STATE OF CALIFORNIA <br />WHEREAS, the State has proposed taking $2.6 billion in property <br />tax revenues from local governments as part of the proposed <br />1993-94 budget plan for California; and, <br />WHEREAS, the revenue loss would result in serious reductions in <br />critical services received by the residents of the City of <br />Colton including police and fire protection, mental health, <br />libraries, parks and recreation, probation, criminal prosecution <br />and public health; and, <br />WHEREAS, the state last year took $1.1 billion away from local <br />governments to solve a state problem; and, <br />WHEREAS, taking additional money from local governments at this <br />time will throw many local governmental agencies into a fiscal <br />crises and hurt residents throughout California. <br />NOW, THEREFORE, BE IT RESOLVED, the Mayor and Council of the <br />City of Colton formally oppose any further shift of property <br />taxes from local governments to the state; and, <br />BE IT FURTHER RESOLVED, that the City of Colton Mayor and <br />Council formally requests the State Assembly and State Senate <br />to defeat the plan to take $2.6 billion away from local govern- <br />ments; and, <br />BE IT FURTHER RESOLVED, that the Mayor and Council of the City <br />of Colton urges the Legislature to find other options for <br />bridging the budget shortfall, such as retention of the half - <br />cent sales tax and reform of state government programs. The <br />Legislature is also urged to ease costly mandates on local <br />governments and eliminate redundancies in reporting and enforce- <br />ment requirements. <br />PASSED, APPROVED and ADOPTED this 155thh day of June, 1993 <br />FRANK A.
