4. Exception to Order of Layoff <br />Whenever a Department Head believes that the best interest of the <br />service requires the retention of an employee with special <br />qualifications, characteristics, and fitness for the work, the <br />Department Head may request that such employee be exempted from <br />the bumping procedures. Such requests must be in writing and <br />approved by the City Manager. If approved the effected employee's <br />employee association shall be immediately provided with a copy of <br />the request. <br />5. Employee's Rights while on layoff <br />During the first two years following a layoff, laid -off employees <br />shall be assured the right of an interview prior to final <br />selection and appointment to a vacant position in the same or <br />equivalent classification to the one in which the employee has <br />previously passed probation. <br />6. Retraining <br />The City will make reasonable efforts to provide retraining <br />opportunities to laid -off employees that will qualify them in <br />classifications not related to their former classification, and <br />will attempt to place said laid -off employees in vacant positions <br />in the City for which they are qualified. <br />B4:LAYOFF.GEN <br />B-3 <br />
