Within the area of he City of Colton there is the Interstate 10 freeway which divides <br />the city in two parts, north and south, the Interstate 215 which borders the City of San <br />Bernardino in the north portion of the City and divides the City in the southern <br />section., and three (3) railroads, the Southern Pacific (east, west and north), the Union <br />Pacific (north and west), and the Santa Fe (east and west). Such topographical <br />obstructions are likely, in an emergency situation, to create congestion resulting in <br />delays of responding emergency personnel; and <br />WHEREAS, the City Council is informed and finds that because the City is subject to the <br />above referenced climatic, geological and topographical conditions; <br />The City Council does hereby expressly find and determine that the amendments set forth <br />in Ordinance No. 0-18-95 amending the Uniform Fire Code, 1994 Edition and the California Fire <br />Code, 1995 Edition, are necessary to protect life and property, and that such amendments are to <br />deal with the following issues: 1) high fire hazard areas; 2) water supplies; 3) built in fire <br />protection, such as fire sprinkler systems; and 4) the storage, handling and use of flammable and <br />combustible liquids and hazardous materials. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of Colton <br />does hereby establish that the modifications to the 1994 Uniform Fire Code and the 1995 <br />California Fire Code as outlined in Ordinance No. 0-18-95 are necessary due to local climatic, <br />geographical and topographical conditions. <br />BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the State <br />of California, Department of Housing and Community Development Division of Codes and <br />Standards; <br />
