R-18-95 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON SUPPORTING THE CONTINUED OPERATIONS OF <br />THE LONG BEACH NAVAL SHIPYARD AND OTHER SOUTHERN <br />CALIFORNIA MILITARY FACILITIES <br />WHEREAS, the State of California has endured billions of <br />dollars of losses through a disproportionate share of Department of <br />Defense closures as mandated by the Federally appointed Base <br />Closures and Realignment Commissions in 1988, 1991, and 1993; and <br />WHEREAS, it has been documented that the State of California <br />has suffered more than its share of economic devastation during the <br />current worldwide recession, and will be the last of the States to <br />show signs of a positive recovery; and <br />WHEREAS, the State of California has sustained both human and <br />natural disasters in recent years from earthquakes in the San <br />Francisco and Los Angeles area, fires in Northern and Southern <br />California, and from the civil unrest in the greater Los Angeles <br />area; and <br />WHEREAS, the State of California through its world <br />pre-eminence in the technologies of earth and space travel, <br />military defense systems and interglobal communications has been <br />the free world's greatest guarantor of peace through strength of <br />leadership; and <br />WHEREAS, the Southern California region and the City of Colton <br />specifically has suffered significant job losses due to federally <br />mandated base closures in 1991-1993; and <br />WHEREAS, 970 private sector businesses will be affected by <br />closure of Long Beach Naval Shipyard; and <br />
