R-31-95 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON FREEZING REFUSE HAULING RATES <br />THROUGHOUT THE CITY FOR A PERIOD OF SIX <br />MONTHS <br />WHEREAS, the City Council of the City of Colton has determined that it is in the <br />interest of the health, safety and general welfare of the citizens of Colton that the City take over <br />control of all refuse hauling services in accord with the provisions of Chapter 6.16 of the Colton <br />Municipal Code; and <br />WHEREAS, Section 6.16.250 of the Colton Municipal Code allows the City to establish <br />refuse hauling rates for City provided refuse hauling and for all refuse haulers granted permits, <br />business licenses and franchise agreements by the City; and <br />WHEREAS, the rates currently set under Section 6.16.250 of the Colton Municipal Code <br />if applied immediately to all refuse hauling customers could result in substantial increases in cost <br />for refuse hauling services over that previously provided by some private refuse haulers in the <br />City; and <br />WHEREAS, a substantial increase in refuse hauling costs to City residents could unduly <br />burden such residents beyond the actual cost of providing such services by the City; and <br />WHEREAS, during the next six months, the City will be able to definitively establish <br />appropriate rates for refuse hauling services at a level that will cover the cost of providing such <br />services. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON HEREBY <br />RESOLVES AS FOLLOWS: <br />
