Page No. 1 <br />GENERAL PROVISIONS <br />I. The following rules are effective within the City of Colton as approved by the <br />City Council. <br />The Utility's Rules for supplying electric service, Rate Schedules, and <br />various instructions may be revised, amended, superseded, supplemented, or <br />otherwise changed from time to time by the City Council. Copies of the rules <br />in effect will be kept up-to-date and on file in the office of the City Clerk. <br />Customers or others contemplating any expenditures or activities governed by <br />these rules should assure themselves that they have the latest correct <br />information by visiting, telephoning or otherwise contacting the Utility. <br />II. POWER COST ADJUSTMENT <br />The Power Cost Adjustment (PCA) is a charge per kWh which is used (1) to <br />adjust the Utility's electric rates for the actual cost of purchasing and <br />generating electric power and energy to service the City's Customers, and (2) <br />to minimize the fluctuations in rates. <br />The rates in each rate schedule include 5.4081 cents per kWh (hereinafter <br />called the Basic Power Cost Component) to recover the costs of purchasing and <br />delivering power and energy from all suppliers of power and energy, other <br />suppliers, and the cost of power and energy from the Utility's own generating <br />resources. <br />The PCA will reflect all changes in power and energy costs including the <br />following: <br />Changes in the wholesale Fuel Cost Adjustment Billing Factor. <br />Changes in any component of the wholesale rate. <br />Changes in transmission and wheeling payments. <br />Changes in scheduling and dispatching payments. <br />Changes in Replacement Energy (SCE). <br />Changes in contract incremental costs. <br />Changes in economy energy purchases. <br />Changes in take -or -pay obligations. <br />Changes in the Power Sales Agreement (SCE). <br />The PCA which is set forth below shall be applied to kWh sold on and after the <br />effective date, as also set forth below, and continue thereafter until a --new PCA <br />becomes effective. The amount to be added to or subtracted form each Bill due to <br />the PCA shall be calculated by multiplying the number of kWh for which the bill is <br />rendered by the applicable PCA. The Utility shall develop and periodically adjust <br />the PCA in accordance with City Resolution No. 4502 so as to keep the balancing <br />account within the limits of $900,000 overcollection and -$100,000 undercollection. <br />ISSUED BY <br />Thomas K.
