R-49-95 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ADOPTING RECOMMENDATIONS OF THE <br />UTILITY COMMISSION FOR THE CITY OF COLTON <br />RELATING TO RELIABILITY OF WASTEWATER <br />TREATMENT FACILITIES <br />WHEREAS, the California Water Resources Control Board, Santa Ana Region (the <br />"WRCB"), has issued Cease and Desist Order No. 36-95 requiring certain action on the part of <br />the City of Colton with regard to improvement of its wastewater treatment facilities; and <br />WHEREAS, the Utilities Commission for the City of Colton has held three public <br />meetings to hear testimony with regard to options available to the City to improve the reliability <br />of its wastewater treatment facilities by repair of existing facilities or by construction of new <br />facilities that will provide sufficient additional capacity to assure reliability of existing facilities <br />in the event of failure of such facilities; and <br />WHEREAS, the Utilities Commission having heard such public testimony and considered <br />the various proposals submitted for required improvements to the City's wastewater facilities, <br />and having heard the specific concerns expressed by the WRCB, made certain recommendations <br />to the City Council set forth in Resolution No. R-01-95 of the Colton Utilities Commission <br />which was presented to the City Council for consideration at a publicly noticed joint meeting of <br />the Colton Utilities Commission and the City Council; and <br />
