and with the County) its schedule and construction program to avoid the expense and traffic disruption associated with repeated roadway removals and replacements. 2.5 Except as stipulated in Paragraph 2.11, it is the City's intent to complete all Year 1998 Mitigation Measures, all Year 2010 Mitigation Measures, and all Underground Utilities (See Attachment 1) within eighteen (18) months after approval of this agreement by the San Bernardino County Board of Supervisors, or as modified in writing by the parties to this agreement. 2.6 All parties to this agreement understand that the Project Components herein are critical to the County both in terms of providing operational capability and in terms of facilitating Center ingress and egress, and County recognizes its financial share responsibility as set forth in this agreement. 2.7 It is agreed and understood that the City will assign the Project first priority status and will complete the Project Components, or cause them to be completed, at the latest, before the Center becomes operational and in accordance with the Construction Schedule (Attachment II), and the County recognizes that timely advance of all funds necessary for completion of Project Components is essential to enable City to proceed in an expeditious manner so as not to impeded City's ability to cause the schedule of construction to be met. 2.8 For purposes of reimbursement, City and County hereby agree that the final Project share of cost percentage has been established by outside consultant, as published in the Traffic Impact Analysis (TIA) Report (revised September 1993) prepared by Linscott, Law and Greenspan, Engineers (LLG), and reproduced in Attachment I. To determine actual County share of cost, the County's percentage allocation, in Attachment I will be applied to the awarded Project cost or Project Component cost, as appropriate. 2.9 The City will be the Lead Agency for all aspects of design, construction documents, bid award, construction, and administration of the Project. The only Project Component for which this Lead Agency responsibility does not apply is the 1-10/Pepper Avenue Interchange, which the County will design, coordinate, and administer and fund at no cost to the City. 2.10 City will design, coordinate, and construct the transmission, substation, and distribution facilities sufficient to provide Center with two separate underground ducted electrical services from a new electrical substation (the Colton "West" substation) to be constructed south of Interstate 10 (collectively the "Electrical Facilities").
