R-97-95 <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON OPPOSING THE MISLEADING <br />"RENTAL ASSISTANCE" INITIATIVE <br />WHEREAS, Mobilehome owners in our jurisdiction are <br />overwhelmingly senior citizens and low-income families living on fixed <br />retirement or severely limited incomes; and, <br />WHEREAS, Nearly 100 California counties, cities and towns have <br />passed some form of mobile home rent protection ordinance to safeguard <br />these vulnerable elderly and low-income families from excessive rent <br />increases; and, <br />WHEREAS, Mobilehome owners are somewhat captive due to the <br />shortage of available mobilehome park rental spaces; and, <br />WHEREAS, The city opposes any statewide preemption of local <br />control to make policy responding to the crisis in affordable housing, <br />especially mobilehome park space rents and availability; and, <br />WHEREAS, Mobilehome owners often forfeit their only asset, their <br />homes, when they cannot pay excessive rents; and, <br />WHEREAS, This initiative is being misrepresented as one which <br />would assist mobilehome owners in meeting their rents, rather than one <br />
