Page No. 28 <br />POLICY NO. 17 <br />RENDERING AND PAYMENT OF BILLS <br />A. Meter Readings and Billings <br />Meters shall be read and Customers billed as nearly as possible at regular <br />intervals. Regular meter readings and billings normally shall be monthly or <br />bi-monthly. Regular meter readings and billings for Residential Service may <br />be on a bi-monthly basis, in which event the minimum charge and the kWh in <br />each block of the applicable Rate Schedule shall be multiplied by a factor of <br />two. Regular meter readings and billings for all Customers other than <br />residential shall be on a monthly basis. <br />If for any reason service is unmetered, or if the meter is inaccessible or <br />cannot be read, or if the meter fails to register correctly, the kWh <br />consumption shall be established by the billing section as follows: <br />1. Previous consumption by metered service to the premises; or <br />2. The average consumption for the corresponding billing periods during <br />which the meter is known to have registered correctly; or <br />3. The consumption as registered by a substituted meter; or <br />4. By giving consideration to the nature of use, volume of business, <br />seasonal demand, and any other factors that may assist in determining <br />such consumption. <br />B. Prorating Bills <br />Rate schedules stated on a monthly basis are related to a thirty (30) day <br />consumption interval as a standard month. Whenever actual meter read <br />intervals differ from a standard 30 day period, bills related thereto computed <br />from monthly schedules are subject to being prorated on a 30 day basis. In <br />computing and rendering regular bills, minor variances between actual read <br />intervals and any established regular read interval need not be considered, in <br />accordance with the following. <br />1. When bills are regularly rendered monthly, prorating from monthly Rate <br />Schedules may be made whenever actual read intervals vary by more than <br />five (5) days, greater or lesser, from the standard 30 day interval. <br />2. Where bills are regularly rendered bi-monthly, prorating from Rate <br />Schedules may be made whenever actual read intervals vary by more than <br />six (6) days, greater or lesser, from the established read interval. <br />3. On opening accounts, the Utility may omit the initial billing when such <br />billing period is less than four (4) days on monthly accounts and less <br />than seven (7) days on bi-monthly accounts. <br />ISSUED BY <br />Thomas K.
