2021 FEBRUARY 22 SPEC MTNG JOINT CC/RECREATION & PARKS COMMISSION 2 <br />BUSINESS ITEMS <br /> <br />(1) Discussion and Possible Direction to Staff Regarding Proposed Colton Community Park. <br /> <br />Staff Presentation <br />Director Farrar introduced Ron Hagen, Senior Associate Consultant, ICG; Jeff Scott, Principal, <br />ICG; and Nancy Littman, Associate, Blaise & Associates. <br /> <br />Consultant Hagen presented an overview of the Proposed Community Soccer Park update for <br />February 2021: <br /> <br /> Purpose of the Joint Session <br /> Project Description <br /> Project Status <br /> Project Development Issues <br /> 100 Year Flood Plain <br /> Protected Plan & Mammal Species <br /> Mitigation of Former Landfill <br /> Project Costs and Required Funding <br /> Summary Analysis <br /> Funding & Timeline Analysis <br /> Discussion and Direction <br /> Option 1 <br /> Option 2 <br /> Option 3 <br /> <br />Council/Recreation & Parks Commission Discussion <br />Discernment and discussion between Councilmembers and Commissioners present included the <br />purpose of the plan; project development issues; project costs; funding and timeline analysis and <br />Council/Commission consensus on the best option for moving the project forward; clarification <br />provided by Mr. Hagen; Mr. Scott; and Ms. Littman; City Treasurer De La Torre, Director <br />Farrar; Director Dabbs; and City Manager Smith. <br /> <br />Roll Call Consensus – Direction to Staff <br />Option 1 – Proceed with masterplan for the community soccer park and direct staff to develop <br />funding options for consideration by Commission and Council; and (Option 4) generate RFP for <br />development of project while also seeking corporate Sponsorship. <br /> <br />City Council <br />CM Koperski/González/Echevarria/Suchil/MPT Cisneros and Mayor Navarro; no objection to <br />Option 1 as outlined by Mayor and Councilmembers present. <br /> <br />Recreation & Parks Commission <br />Commissioner Corral/Hernandez/Calderon/Carter/Vice-Chairperson Salas and Chairperson <br />Ramirez.; no objection to Option 1 as outlined by Chairperson and Commissioners present. <br />
