2021 MAY 05 CC/SARDA/CUA/CPFA/CHA SPECIAL MEETING - 2 - <br />Staff Presentation <br />Stacey Dabbs, Finance Director; reported on the following with review of budget revisions as <br />applicable; <br /> <br /> City Council Budget – Travel and Meetings <br /> Positions in City Clerk’s Office and Development Services. <br /> <br />Council Discussion <br />Discernment and discussion between Councilmembers; with full consensus by Mayor and <br />Councilmembers present the following changes will be included: <br /> City Clerk’s Office – Add (1) P/T Senior Office Specialist I/II <br /> Development Services – Add (1) Senior Office Specialist; Reclassify Plans Examiner I <br />position to Plans Examiner 1I/II position. <br /> <br />Staff Presentation (cont’d) <br />Stacey Dabbs, Finance Director; with the assistance of a PowerPoint presentation: City of Colton <br />FY 19/20 Workshop #2. <br /> <br />Enterprise Funds Overview <br />Enterprise Funds are used to account for any activity for which a Fee is charged to <br />external users for goods and services if the activity’s principal revenue source meets <br />certain criteria. <br /> <br />Other Funds Overview <br /> <br />Internal Service Funds <br />Internal Service Funds provide services to City Departments and recover their costs <br />through user charges. <br />Special Revenue Funds <br />Special Revenue Funds are used to account for and report the proceeds of specific <br />revenue sources that are restricted or committed to expenditure for specified purposes. <br />Capital Projects Funds <br />Capital Projects Funds are used to account for and report the financial resources that are <br />restricted, committed, or assigned to expenditure for capital projects/outlays. <br />Debt Service Funds <br />Debt Service Funds are used to account for the accumulation of resources for and the <br />payment of principal and interest on bonds issued in support of governmental activities. <br />Community Facility Special Assessment District Funds <br />Community Facility and Special Assessment District Funds are used to account for and <br />report the revenues received from special tax assessments to fund debt service and special <br />services provided by the City for each respective district. <br />Housing Authority <br />The Housing Authority Funds account for various housing programs, which include <br />acquisitions of residential units and exercise of condemnation powers. <br /> <br />Budget Timeline
