RS0 -96 <br />RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON PROVIDING FOR <br />THE DESIGNATION OF PEPPER TREES <br />LOCATED IN THE CITY RIGHTS-OF-WAY <br />AS A HISTORICAL RESOURCE <br />WHEREAS, In 1908, one thousand pepper trees (the "Historic Pepper Trees") were <br />donated to the City by a Mr. Wilcox and Harpoll Nursery; and <br />WHEREAS, the Historic Pepper Trees were planted in 1908 in the City's rights-of-way, <br />to enhance the business district and the surrounding residential community, and <br />WHEREAS, many of the Historic Pepper Trees still survive in the City of Colton and <br />are valued by residents of the community as a part of the City's historic heritage; and <br />WHEREAS, Section 15.40.080 of the Colton Municipal Code provides certain criteria <br />for the designation of historical resources within the City; and <br />WHEREAS, Section 15.40.030 defines historic resource as natural or agricultural <br />features that have special historical, cultural or aesthetic values and are fifty years old or older; <br />and <br />WHEREAS, the criteria established by Section 15.40.080 for designation of historic <br />resources include the following: <br />1) the resource has significant character, interest, or value as part of the <br />development, heritage, or cultural characteristics of the City of Colton.. . <br />2) the resource contributes to the historical or scenic heritage or historical <br />or scenic properties of the City of Colton, including landscaping and trees; and <br />WHEREAS, the Historic Preservation Commission has studied the Historic Pepper Trees <br />and has found and determined that the Historic Pepper Trees are more than fifty years old, have <br />
