R- 54-96 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />AUTHORIZING THE MAYOR OF THE CITY OF COLTON TO SIGN THE <br />THREE YEAR COOPERATION AGREEMENT FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEARS 1997- <br />98, 1998-99, AND 1999-2000, WITH THE COUNTY OF SAN <br />BERNARDINO. <br />WHEREAS, the City Council of the City of Colton, (referred to as <br />"CITY") has been notified by the County of San Bernardino (referred to as <br />"COUNTY") of its eligibility to participate in the County's Three -Year <br />Community Development Block Grant Cooperating Cities Program; and <br />WHEREAS, the COUNTY has been designated an "Urban County" <br />by the United States Department of Housing and Urban Development <br />(referred to as "HUD"), as that term is defined in Title I of the Housing and <br />Community Development Act of 1974, as amended (Public Law 93-383), <br />and accordingly, COUNTY has developed a community development plan <br />and program which is set forth in COUNTY's application for federal <br />assistance under the Housing and Community Development Act of 1974, <br />as amended; and, <br />WHEREAS, the COUNTY desires to use the area and the <br />population of the CITY in the base which the United States Department of <br />Housing and Urban Development uses to determine the level of funding <br />to COUNTY's housing and community development program; and, <br />WHEREAS, the CITY is willing and desires that its incorporated <br />area and population be included in the base used by HUD to determine <br />funding levels to the COUNTY for the execution of COUNTY's Community <br />Development Program, and accordingly, to cooperate with COUNTY in <br />the execution of COUNTY's community development plan and program <br />within corporate boundaries of CITY during Fiscal Years 1997-98, 1998- <br />99, and 1999-2000; <br />
