ITEM NO. 4 <br />STAFF REPORT <br />DATE: SEPTEMBER 5, 2017 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: BILL SMITH, CrrY MANAGER <br />PREPARED BY: DEB FARRAR, COMMUNITY ERVICES DIRECTOi*_ <br />SUBJECT: AB 212 EDUCATIONAL STIPEND PROGRAM WITH THE SAN <br />BERNARDINO COUNTY SUPERINTENDENT OF SCHOOLS. <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize the AB 212 Educational Stipend Program, <br />funded through the San Bernardino County Superintendent of Schools. <br />BACKGROUND <br />The AB 212 Educational Stipend Program is an incentive program designed to encourage <br />teachers working in state -funded child development programs to pursue training and education, <br />and to remain in the field of early childhood education. It is funded through the Budget Act of <br />2000-01, Assembly Bill 212, which provided funding for agencies that offer care and <br />development services. <br />Each Local Policy Council (LPC) was allowed to create their own plan on the parameters of how <br />to disperse the funding, which has changed through the years. Currently, the San Bernardino <br />LPC ties stipends to those who work for Agencies that are direct contractors with the California <br />Department of Education (CDE). Employees must have a valid permit from the California <br />Commission on Teacher Credentialing, work at least 15 hours a week with COE funded <br />children and work for nine (9) consecutive months during the current period. <br />ISSUES/ANALYSIS <br />In March 2017, the City entered into an agreement with the San Bernardino County <br />Superintendent of Schools to facilitate the program for eligible employees who work within <br />Colton Community Services Department, Childcare programs. Eligible employees must submit <br />applications with verification, in order to qualify. Once established and approved by the SBC <br />Superintendent of Schools, the City receives a single check for all stipend eligible teachers for <br />distribution. <br />Because payment of the pass -through educational stipends to qualified childcare professionals is <br />contingent upon satisfying the minimum qualifications and was not included in the applicable <br />09/05/2017 City Council Agenda 211 <br />
