R- 69-96 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS <br />LIMIT FOR THE FISCAL YEAR 1996/97 <br />WHEREAS, the voters of California, on November 6, 1979, added Article <br />XIII -B to the State Constitution placing various limitations on the appropriations of <br />the state and local governments; and <br />WHEREAS, Article XIII -B provides that the appropriations limit for the <br />fiscal year is calculated by adjusting the base year appropriations of fiscal year <br />1979-80 by changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of <br />Article XIII -B determining the appropriations limit for fiscal year 1996-97; and <br />WHEREAS, THE City of Colton must make the necessary determinations <br />regarding the use of a cost -of -living index change and the population index change <br />as of January 1, 1996. <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations subject <br />to limitation for fiscal year 1996/97 shall be $28,338,131 for the City of Colton, <br />and BE IT FURTHER RESOLVED, that for fiscal year 1996/97, the City of Colton <br />selects the California percentage change in per capita income as its cost -of -living <br />index change as determined by the California State Department of Finance and that <br />henceforth the City of Colton selects the population index change for the County <br />of San Bernardino as a whole as its population index change. <br />PASSED, APPROVED AND ADOPTED this 2ndday of July , 1996. <br />4���e�Z4 <br />ORGE 1.
