EXHIBIT A <br />CITY OF COLTON <br />MEMORANDUM OF UNDERSTANDING <br />BY AND BETWEEN <br />THE COLTON MANAGEMENT/CONFIDENTIAL UNIT MEMBERS <br />AND THE CITY OF COLTON <br />This document contains a summary of the modifications to the <br />wages, hours and other terms and conditions of employment of San <br />Bernardino Public Employees Association (the Association) members <br />which have been negotiated pursuant to Government Code Section 3500, <br />et seq. These modifications shall be incorporated in a Memorandum of <br />Understanding (MOU) upon the approval of the City Council of the City <br />of Colton and ratification by the Association and will be placed into <br />effect upon the adoption of the necessary ordinances and resolutions <br />by the City Council, if acceptable to them, in accordance with the <br />terms and conditions hereinafter set forth. <br />1. The agreement will last for a three-year period beginning July 1, <br />1998 and ending midnight, June 30, 2001. <br />2. The City agrees to pay the full cost of the 2% at 55 Retirement <br />Program (3.167%) effective 7/98. <br />3. Compensation Study: <br />a. The City agrees to implement 25% of the compensation study in <br />July, 1999. 3.167% (paying the 2% at 55) will be "credited" <br />toward the results of the study (see attachment) <br />b. The City agrees to implement 25% of the compensation study <br />results effective January, 2000. (see attachment) <br />c. The City agrees to implement 25% of the compensation study in <br />July, 2000. (see attachment) <br />d. The city agrees to implement 25% of the compensation study <br />results effective January, 2001. (see attachment) <br />4. The Association agrees to language on layoffs in lieu of the <br />"ability to pay" language as follows: "SBPEA agrees to meet and <br />confer with the City if layoffs are anticipated at any time during <br />the terms of the agreement". <br />11/10/98 <br />MOU M C Exhibit A 98 <br />
