R-52-98 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS <br />LIMIT FOR THE FISCAL YEAR 1998/99 <br />WHEREAS, the voters of California, on November 6, 1979, added <br />Article XIII -B to the State Constitution placing various limitations on the appropriations <br />of the state and local governments; and <br />WHEREAS, Article XIII -B provides that the appropriations limit for the <br />fiscal year 1998-99 is calculated by adjusting the base year appropriations of fiscal year <br />1978-79 for changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of <br />Article XIII -B in determining the appropriations limit for fiscal year 1998-99 utilizing the <br />City population index; and <br />WHEREAS, The City of Colton must make the necessary determinations <br />regarding the use of a cost -of -living index change and the population index change <br />beginning in 1998-99 <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations <br />subject to limitation in fiscal year 1998-99 shall be $31,593,075 for the City of Colton, <br />and; <br />BE IT FURTHER RESOLVED, that the fiscal year 1998-99, the City of <br />Colton selects the California percentage change in per capita income as its cost -of -living <br />
